im new to this and if any one could help me out with how to get every thing set up and just how to get usto/adjusted id appreciate it

We'll try to help you, but this is way too broad a question. Reading these forums is a good idea too, although I guess they are most helpful if you already know a few things.
Let me just give you a few pointers:
Initially, you don't need to do much - you just copy all the files to a directory of your choice - e.g. \Program Files\Blackbox and run blackbox.exe.
You can run bb on top of explorer - say if you just want to test-drive the shell - or you can "install" it, meaning make it your main shell (bye-bye Explorer). "Installation" can be done via menu, it's under the Blackbox menu.
You can edit your main right-click menu with any text editor, the file is called menu.rc. It can also be reached via menu - Blackbox\Edit
Try out a few of the styles that were included to see how much you can change the appearance of bb.
Then play around with it a bit, there's a Configuration menu under the Blackbox menu.
Plugins are added by simply copying the files from a plugin zip file to Blackbox\Plugins\name-of-plugin and then loaded via menu Blackbox\Configuration\Plugins\Add Plugins. You can find plugins either here in the forum or on some sites that collect them, Unkamunka's bbWin_Mod has links to plugin sites built in.
Then if you have a question search the forums and see if you can find an answer. If you can't, ask a question, but please try to be specific.
