  Mini-Tool: EmptyBinHere's a small handy tool. Requires VB6 runtime files. Run it to empty your recycle bin

If the Recycle Bin is not empty, the very top menu item will be 'Empty Recycle Bin' - the other menu items allow you to setup and customize the plugin. That's about as close as your going to get at the moment.
