To prevent the Explorer start menu / taskbar from popping up, you need to install xoblite as your default shell using Blackbox.exe -install

You mean you wish to start explorer as a file manager with bb installed as your main shell and it loads taskbar and start menu? Are you certain bb is installed as the main shell?
As for arguments, you can specify them in the menu:

explorer issues
whenever i start explorer, it loads the taskbar/start menu, it wont accept any commandline args. how should i fix this?
